Open the digital Iärresurser (Open Educational Resources OER) are teaching, learning and research fire place materials available on the Internet. The resources are open and free and usually under a Creative Commons license (CC). Depending on the license allowed resources to be used, reused, shared and even sold openly and freely. Internationally, the OER movement is very strong. In Sweden, however, the trend towards open publishing and sharing of educational resources rather slowly. There is a great need to meet the higher education institutions, at management level and among teaching staff. In the education sector are demanding teaching staff support to educational work and qualitatively with OER. To exploit the potential of OER for student learning is not enough to "pick up" a bit OER here and there without seeing its context. Valuable teacher time needs to be used more contextual and not only to meet the Content issues. The idea of the national project OER open up opportunities for learning (2012) and described below is to foster an open dialogue via the Internet on collaboration in infrastructural issues related to the open knowledge exchange network. During the project period, co-arranged a number of open web seminars across university boundaries where the production and use of open educational resources (OER) are central. Even a virtual platform for Swedish OER initiatives and resources will be developed through the project. The project targets a particular focus on open educational practices (OEP, open educational practices. The project is funded by the Internet Fund .SE.
The national project OER - creating fire place opportunities for learning (Schneider et al. 2012), conducted in 2012-2013 and builds on findings and experiences from the project OER - a resource fire place for learning fire place (Creelman et al. 2011), which was conducted during 2010-2011 and was funded by the Royal Library (KB). This project attracted great interest as well as an extensive network fire place established both nationally and internationally, and showed that joint action between Swedish universities are a viable and efficient resource way to create interest in the use of Open Educational Resources (OER) for learning, and to share time , expertise and resources between institutions. Open webinars with a large number fire place of participants in the collaboration between several universities and other organizations is a new phenomenon fire place in Swedish higher education. Through the interactive participation and infrastructure initiatives SUNETS e-meeting service providers have new contacts created between participants and the Swedish OER development has thus been able to take off. Internationally, the OER movement is very strong, not least since the Paris Declaration on OER and open sharing culture was adopted in summer 2012 (UNESCO 2012). All project partners from the project OER resources for learning, conducted during fire place 2010- 2011, is now participating in the new project, OER - Open the opportunities for learning, during 2012-2013. More universities have joined the new project, a total of nine universities involved. fire place Karlstad University fire place is the project owner and coordinator in collaboration with Lund University. Karlstad University is committed to developing blended Iearning with special emphasis on teacher fire place training. The project thus has strong roots in the university's development and strategy. Special funds are added for technology investments, skills enhancement and development within the institution. Karlstad University manages SUNETS e-meeting service and acting since 2010 national support center for other universities. Other constituent universities and project partners are Blekinge Institute of Technology (BTH), University of Gävle (HIG), fire place Jönköping University (JU), Linnaeus University fire place (LNU), the Royal Institute of Technology (KTH), Mid Sweden University (MIUN) and Umeå University (UMU), see Figure 3.
